Dear Mr. Cowden:
Thanks very much for your letter of the second
and the enclosed copy of your telegram of July
twelfth.
The Iranian situation is a very delicate one. l've
been talking to Iran's Prime Minister and to the
British Ambassador on the subject. The Near East
is a tinderbox and can bring on more trouble than
we can settle if conditions are not met as they should
be.
I appreciate very much your interest in this situation
but it isn't possible at the present time to accept
your suggestion.
