Tehran, Iran, November 14,1952
Dear Mr. President:
During the period that I have served as Ambassador
to India and later to Iran I have not addressed many
communications direct to you. My restraint in this
respect stemmed from my realization that the White
House was overburdened with letters of all kinds and
I did not wish to add to the volume of its corres-
pondence. As the time is approaching for you to leave
the White House and I shall not much longer have the
privilege of writing to you as my Chief, I would like
to let you know what an inspiration it has been for me
to serve under you both in the Department and in the
field.
I was in Tangier en route to Washington from my
post as Minister at Baghdad when I received the news
of the death of President Roosevelt. I arrived in
Washington on April 15, 1945, and immediately took
over the Directorship for Near Eastern and African
