served under you in the Department of State, I was
privileged to witness your making one courageous
decision after another. In the area in which I was
working you moved ahead of popular sentiment in the
United States by deciding to support Iran and later
Turkey in the face of Soviet pressure. I am convinced
that it was due only to your understanding and political
courage in advocating aid to Greece and Turkey that the
Eastern Mediterranean and the Middle East are not now
in Soviet hands. I also believe that your decision in
favor of the Marshall Plan saved Europe from falling
under Soviet domination. Similarly, your decision
while I was in India by prompt action in Korea to show
the world that the United States was in earnest when
it maintained it would oppose aggression will I am
confident go down in history as an act of the greatest
statesmanship.
In general under your leadership Europe and Asia
which in 1945 seemed to be almost at the mercy of
international communism have gradually begun again to
have hopes for eventual political and economic indepen-
dence. Although some of the nations whi ch the United
States has saved may not show an appropriate sense of
gratitude, nevertheless, it must be a satisfaction to
you that the United States is much more secure now than
it was in 1945.
