Thile we realize that many obstacles still must be removed, the
changed atmosphere in Tehran which you have reported during the course
of your conversations encourages us to hope that as a result of your
efforts a solution may be in sight. You may be assured that we will
exert every effort to obtain a favorable response on the part of the
British Govt to your recommendations.

for his own untiring efforts in seeking in every possible way to find
