Busheri told me Iranian Govt hopes that, with clarification Cabinet minute as reflected in (B) and (c) of MYTEL 340 of today, Brit Govt will be able accept proposal without amend- ment or reservation. I earnestly hope they can do so, and insofar as possible leave for discussion and negotiation after mission has arrived questions they have. I feel strongly delay in reaching agreement to send mission will work adversely to atmosphere conducive to successful results. I also asked Busheri again whether Iran Govt wld insist upon specifying that Brit Govt representative wld negotiate on behalf of AIOC. He reiterated that position of his govt had been negotiations on oil question shld be with the oil company and not (rpt not) with Brit Govt, and said that decision to negotiate with Brit Govt on behalf of company was made with considerable difficulty and he felt sure Iranian Govt cld not (rpt not go further than that. I therefore hope Brit will not (rpt not) find it necessary to raise an issue upon this point On other hand he confirmed my statement to Brit Amb that government wld willingly include in formula clause "and to discuss matters of mutual interest to the two govts, " if Brit Govt wished.
