    "ocrText": "the un\nor\n-\nTOP SECRET\n=2- # 382, July 25, 10 p.m., from Tehran.\narrival of Brit mission with Iran Govt in seeking modus vivendi.\nI told him I had asked oil commission to take steps to relieve\ntension with Brit personnel in oil fields and Abadan, and that\nI planned to talk to Mosadeq to same effect at dinner that night.\nHe agreed point (A) wld raise Court decision and I gathered he\nwas going to discuss informally with one of Senators on oil\ncommission how relations cld be improved in\nMuch to my surprise, Busheri came to me in haste Wednesday\nafternoon while I was with Grady at Emb to say that Mosadeq\nhad told him Brit Amb had handed FONMIN four point answer of\nBrit Govt to Iran Govt's proposal, and had said I had seen it\nand approved Sheppard's giving it to FONMIN. He said Iran Govt\nhad assumed Brit answer wld come through me. He read\nme\nhis\npencilled notes of substance of msg and it was clearly the\ncommunication quoted above. I explained to Busheri that this was\ndispatched prior to receipt proposal and that I did not (rpt not)\nknow Brit Amb was going to discuss it with Iran Govt before\nhearing from London on proposal, but thought he wld discuss\nonly improvement of relations in south. I tried to reach\nSheppard on telephone for explanation while Busheri was there,\nbut call did not (rpt not) come thru until after Busheri had\nleft. Sheppard said he had taken msg up with FONMIN informally\nto get his reaction and had explained to FONMIN that it was\nsent before proposal had reached London. He said he wld get\nin touch with Busheri as soon as possible and make this clear.\nWhen I questioned helpfulness of his having shown four point\n02\nmsg to FONMIN, he answered that FONOFF had asked him what was\nIran Govt's reaction to msg, particularly on point (A).\nI see no (rpt no) useful purpose in Brit Amb carrying on dis-\ncussions with Iran Govt parallelling mine at this stage,\nparticularly on points already covered by proposal submitted\nthru\nme Such procedure may well destroy whatever usefulness\nmy talks with Iran Govt may have been.
