Sec. 3[E) and <*\nG\nNO: 458, July 31, Midnight\nDept. af know, 4-11-HE\nRTTR\nPROJECT NLT 78-2\nE\nBy\nNINC p NARS se as 9.24.7t\nDOK\nPRIORITY\nSENT NIACT LONDON 99 (EYES ONLY GIFFORD), I RPTD PRIORITY\nDEPT 458.\nFROM HARRIMAN FOR THE PRESIDENT AND SECRETARY.\nNO DISTRIBUTION EXCEPT AS DIRECTED BY THE SECRETARY'S OFFICE.\nI have had talks today with Shah, Mosadeg and Busheri and\nthe Cabinet has had long session. Mosadeg and Busheri\ncempron\ncame to dinner tonight to explain Persian Cabinet decision.\nI believe Iranian Govt wants to give cordial and responsive\nreply to the British but their principal difficulty has\nbeen to avoid public admission that they alone are to blame\nfor existing tension. They have decided that it wld not\n(rpt not) be possible for them to give type of reply desired\nwithout some modification in British mag. Under the\ncircumstances, they have indicated that if certain changes\nin the wording of British msg were made, they cld avoid\nqualifying phrases and conditions in the Iranian reply.\nIf\nthese changes are acceptable to British Govt the Iranian\nreply can be considered as official. Amended British msg\nfollows:\n*HMG have received through Mr. Harriman the Persian Govt's\nformula for negotiation between HMG on behalf of the Anglo=\nIranian Oil Co., and the Persian Govt's msg for discussion\nof matters of mutual interest to the two govts.\n\"His Majesty's Govt are desirous of availing themselves of\nthis formula and are prepared to negotiate in accordance\nwith it, but it will be appreciated by the Persian Govt that\nthe negotiations, which His Majesty's Govt for their part\nwill enter into with the utmost good will, not (rpt not)\nbe conducted in satisfactory manner unless the present atmos-\nphere is relieved. On the assurance that the Persian Govt\nrecognize this fact and will enter into discussions in the\nsame spirit, a mission headed by Cabinet Minister\nimmediately set out.\npua\n*HMG\nTOP\nREPRODUCTION OF THIS\nMESSAGE IS PROHIBITED"
