I saw Stokes and Bowker of FONOFF at noon today and they will
at once instruct Middleton carry out procedure your 103, Aug 2,
at same time authorizing him accept Iran invitation on béhalf
UK Govt immediately on his receiving it. He will be told
Stokes and party hope to set off no later than 4 p.m. tomorrow
(Friday) and if this is possible UK will release text of notes
to press at noon GMT tomorrow. UK will await Middleton's con-
firmation these arrangements. Stokes plans stay overnight
Rome and arrive Tehran Saturday Middleton already has details
party.
I assume your para three does not (rpt not) mean Iran Govt must
inform Majlis before publicity, UK considers necessary release
note here at time Stokes departure.
