successful outcome of UR endeavors to bring about a resumption
of NEGOTS and the tireless efforts you and AMB Grady have made
to accomplish this. He authorizes you to remain as long as you
believe desirable in effort facilitate NEGOTS and make such trips
to neighboring countries as you deem advisable.
