TOP SECRET -2-#595, August 13, 9 a mo, from Tehran. that this is his opinion, Makki's reception and strong state- ment fol his recent return to Tehran, at direction of Mosadeq as gesture to British, has borne out this fear. Stokes has now asked London to play down Makki in BBC and press and has asked me to make similar suggestion to Washington. Statement of British Consul General at Khorramshahr referred to in my telegram of Aug 8 has been sub ject of consideralbe press comment there, notwithstanding Stokes statement to press that his comments did not (rpt not) reflect position of British Govt. Basheri has told me that Iranian Govt is con- sidering asking that he be recalled, but I hope this will not (rpt not) be done unless British persist in demands of their own. In this connection I was told by Stokes that he had recommended to London that Consul General be recalled voluntarily (he does not (rpt not) hold him in high regard) but that Foreign Office had decided against this action Notwithstanding these recent developments, which I believe result from failure by Stokes fully to understand present psychology of Iranians combined with inept advice from British Ambassador and oil company representatives, general mood of Iranians continues to favor settlement of oil disputes, if satisfactory terms can be worked out 98 Now that British have come up with specific suggestion (as outlined in my telegram August 12) I hope that discussions can now be focused along more constructive channels Bromb apoker CAO GRADY IN pra MTCU wossged aug SMD AFH EXCE LL V2 DIBECIED BA JHE a OEBICE &HOW HVEBINYM BOH THE VMD SECHELVEX 2EML DEBL 282' TOMDOM 3331 (EXE 2 outx DCB R NO: 282 33 a 9°80° G 22 10: or 232 LEON: Jepreu piat in&mac T3' 03às Ty-D-X V BENUCH JETECHYW of 21016 -TOP SECRET
