This will help countries buy needed raw materials.
I hope the report will create confidence that the job is worth doing
and therefore encourage member countries to take the necessary
actions. It is clear, however, that we will have great difficulty
with Congress because of the setback in the financial position of
Europe and the small industrial capabilities for munitions production
on the continent, calling for such a large percentage of U. S.
equipment.
