PERSONAL FOR THE PRESIDENT AND THE SECRETARY OF STATE.
Report is completed and agreed to by the twelve members of the
committee. There have been basic changes from Executive Bureau draft.
The plan of action and the body of the report is approved by the
committee and recommended for action by NATO and member governments.
The annexes dealing with budgetary recommendations are submitted for
consideration of governments without necessarily being endorsed by committee
member of government concerned.
I
believe that governments will accept a part but not all of the
budgetary increases recommended. In some cases action depends largely on
solution of dollar problem. In some recommendations increases are for such
a large percentage as to be probably politically impossible.
Paris fogbound on Tuesday. Expect to leave Wednesday morning.
Due Washington midnight.
