    "ocrText": "derogation of the provisions of Article III and of the first paragraph of this\narticle, the United States of Indonosia may make special arrangements con-\ncerning the territory of its capital.\nARTICLE V\nThe Constitution of the United States of Indonesia shall be determined\nby a Constituent Assembly composed of the democraticully nominated representa-\ntives of the Republic and of the othor future partnors of tho United States\nof Indonesia to which the following paragraph of this article shall apply.\nBoth parties shall consult each other in the nethod of particination in\nthis Constituent Assembly by the Republic of Indonesia, by the territories\nnot undor the authority of the Republic and by the groups of the population\nnot, or insufficiently, reprosented with due observance of the responsibility\nof the Netherlands Government and the Government of the Republic, respectively.\nARTICLE VI\nTo promote the joint interests of the Netherlands and Indonesia, the\nNetherlands Government and the Government of the Republic of Indonesia shall\ncooperate in the establishnent of a Netherlands-Indonesian Union by which\nthe Kingdon of the Netherlands, comprising the Netherlands, the Netherlands\nIndies, Surinam and Curacao, shall be converted into said union consisting\non the one hand of the Kingdom of the Netherlands, comprising the Nether-\nlands, Surinam and Curacao, and on the other hand the United States of\nIndonesia.\nThe foregoing paragraph does not exclude the possibility of a further\narrangement of the relations between the Netherlands, Surinam and Curacao.\nARTICLE VII\nI\n(A) The Nethorlands-Indonesian Union shall have its own organs to pro-\nmote the joint interests of the Kingdon of the Netherlands and the United\nStates of Indonesia.\n(B) These organs shall be formed by the Governments of the Kingdom of\nthe Netherlands and the United States of Indonesia and, if necessary, by the\nParliaments of those countries.\n(c) The joint interests shall be considered to be cooperation on foreign\nrelations, defense and, as far as necessary, finance, as well as subjects of\nan econonic or cultural nature.\nARTICLE VIII\nThe King (Queen) of the Notherlands shall be at the head of the Nether-\nlands-Indonesian Union. Decrees and resolutions concerning the joint interests\nshall be issued by the organs of the union in the King's (Queen's) name.\n- 13 -"
