Answers given are incomplete\nand are based, in general, on deduction rather than on definite information.\nPolitburo - Major policy decisions affecting Soviet civil aviation are probably\ndecided at the very top level in the Politburo, which, although not an actual part of the\nSoviet Government structure, is the Communist Party organ for the direction of the\ngovernment. Acceptance of Politburo policy is a foregone conclusion.\nCouncil of Ministers - This body is responsible for the implementation of the\nover-all policy of the USSR, which includes civil aviation. Major policy decisions are\ngiven this organ by the Politburo.\nState Planning Commission (GOSPLAN) - The economic mainspring of the\nSoviet economy is the State Planning Commission, which has 11 members, elected from\namong the leading industrial workers, scientists, and specialists. Its task is to prepare\nquarterly, yearly, and five-year plans, and present them for approval to the Council of\nMinisters; to supervise fulfillment of the plan, and to submit solutions for the practical\nand methodological problems involved in economic planning.\nPrincipal work of the Commission is to coordinate the various plans with the\nnumerous branches of Soviet economy involved.\nWhile this Commission has a major role in implementing military and civil air\npolicy, its complicated organization of more than 40 departments and bureaus apparently\nhandles its problems on a piecemeal basis. There is a \"Group aviotransport\" in the\n\"Department of Aviotransport and Motor Transport,\" which apparently has a major\ninterest in the development of civil aviation.\nAcademy of Sciences - This organization is responsible for the over-all direc-\ntion of scientific research in the Soviet Union.
