RUBBER SUPPLY SITUATION IN THE USSR

RECENT SOVIET PURCHASES OF NATURAL RUBBER.
a.
Amounts Purchased.
The USSR increased its purchases of imported natural rubber in 1948 to
about 129,400 long tons or three times the previous record high of 43,000 tons in 1947.
There are unconfirmed reports that substantial additional quantities of rubber are
being smuggled to the USSR from Malaya and perhaps other areas, possibly amounting
to 50,000-70,000 tons.
b.
Sources of Purchases.
The quantities of natural rubber known to have been shipped, or expected
to be shipped to the USSR in 1948 (the first two or three months' shipments may have
been purchased in part in late 1947), are as follows:

Shipments from the UK were re-exports of Malayan rubber. The bulk
of the purchases of Malayan rubber was placed through London dealers, but late in
1948 Netherlands dealers may have placed orders in Singapore, as well as in Indonesia,
for USSR account. Some of the Malayan shipments may have originated in Indo-
nesia which exports much of its output to Singapore because of the lack of adequate
milling facilities. Similarly smaller quantities may have originated in Siam. Tech-
nical payment difficulties in Singapore in the late summer, however, resulted in a
temporary cessation of USSR purchases. The payment difficulties, together with the
alleged inferior quality of some of the Malayan rubber purchased were no doubt factors
leading to Soviet inquiries for procurement of the material in Indonesia, Ceylon, and
Siam.
C.
Dates of Purchase.
Exact dates of the known Soviet rubber purchases are not available, but by
mid-July 80,000 tons were reported to have been bought for delivery through October.
The most reliable information on Soviet takings of rubber directly from Malaya are the
official export statistics of that area, which show the following quantities (latex
excluded) by months in 1948:
