y. S. Understanding of United Nations Role in Korea
a. General policy as set by the United Nations
The Security Council has declared that the armed attack
upon the Republic of Korea constitutes a breach of the peace
and has recoumended that members assist. the Republic of Korea
to repel the armed attack and to restore international peace
and security, in the area (resolutions_ of the Security Council
of June 25

and June 27 Trab B7).
The General Assembly has recommended that all appropriate
stons be taken to ensure conditions of stability throughout
Korea, that relitical acts be taken under the auspices of the
United *oticns to establish "a unified, independent and demo-
cratic gevernment in the severeign state of Korea", and that
all necessary measures be taken to accomplish the economic
rehabilitation cf Korea. The General Assembly also recommended
that United "ations ferces should not remain in any part cf Kerea
excent as they may be necessary to achieve the security and noli-
tical objectives referred to above (resclution of the General
Assembly of October 7 /Tab on)
The Security Council constituted a unified command under
the United States for United Nations forces operating in Koroa,
asked the United States to designate the commander of such forces,
and authcrized these ferces to fly the United Netions flag,
(Resclution of the Security Council of July 7, 1950 [Tab Dr.
It is clear from the above that the General Assembly has
reaffirmed the political program for Koroa which it has preposed
for the past three years. It is also clear thet the General
Assembly does not support any special privilege, militery or
otherwise, for any Member of the United Netions in Korea and that
