O. 11652, Sec. 3(E) and S(D) of m\nARCHIVES SERVICE RECORDS NATIONAL\nDegt. of State Litter\nNLT 77.47\nBy NLT- HC NARS 051-12-20:77\nGOVERNY\nOctober 10, 1950\nDRAFT AUS'IRALIAN RESOLUTION SUBMITTED\nTO INTERIM COMMITTEE ON KOREA\nThe following is the text of a draft resolution which the Australians\nproposed submitting to the Interim Committee (IC) on Korea on October\n108 1950.\n\"The IC on Korea g\nConsidering the provisions of the r esolution adopted by the GA on\nOctober 7th, under which the IC on Korea is requested to consult with,\nand advise the UN Unified Command in the light of the recommendations\ncontained in that resolution;\nHaving regard to the GA'S recommendation that all constituent acts be\ntaken, including the holding of elections under the auspices of the UN,\nfor the establishment of a unified, independent and democratic govern=\nment in the sovereign state of Korea;\nRecalling that the Government of the Republic of Korea (ROK) has been\nrecognized by the UN as a lawful government having effective control\nover only that part of Korea where the UN Temporary Commission on Korea\nwas able to observe and consult, and that there is consequently no\ngovernment that is recognized by the UN as having legal and effective\ncontrol over other parts of Korea;\nAdvises the Unified Command to assume provisionally all responsibilities\nfor the governnent and civil administration of those parts of Korea\nwhich had not been recognized by the UN as being under the effective con-\ntrol of the government of the ROK at the outbreak of hostilities, and\nwhich may now come under occupation by UN forces, pending a decision by\nthe UN Commission for the unification and rehabilitation of Korea on the\nadministration of these territories; and\nRecommends that the Unified Command take immediate steps to associate\nofficiers from the several national forces serving under the United\nNations in Korea with all authorities established for civilian adminis=\ntration in accordance with the present resolution;\nInvites the Unified Command to keep the IC informed of the steps taken\nin response to this resolution, pending the arrival of the Commission\nin Korea."
