TRUNAN for for ARCHIVES WATIONAL RECORDS SERVICE" AND -3- (2) Contributions by United Nations Members, the United States contributing up to 70 percent of total costs. (3) Establishment of an Advisory Committee to the Administrater in which the United States would be represented. (4) Continuity with current operations through transfer or detail of ECA personnel to the staff of the Administrator, and use by the Administrator of United States procurement agencies. (5) United States legislation permitting the Presi dent to apply appropriated funds as a contribution to the United Netions program, er, if he should consider it necessary, as direct expenditures by the United States. The essential elements cf the United States plan are: (1) The Unified Command and ECA to continue their present operations until an effective United Nations program can take over. (2) Full United Nations responsibility for relief and rehabilitation as soon as United Nations machinery is able to accent such responsibility and perform an effective task, (3) Standby readiness on the part of the United States to resume certain functions if United Notions effert does not succeed in doing what we consider to be the vital hard core of the relief and rehabilitation job. An indispensable condition for the success of the United Nations effert will be a continuation of the full and cordial ccoperation of all United States authorities in Korea. Co United
