Our Embassy reports that the Indian press claims that high
Chinese Communist sources have said that "the moment General
MacArthur's forces cross the 38th parallel they will clash with
Chiness forces". (New Delhi's 850, October 6)
THE HAGUE
Secretary-General Boon gave our Ambassador the following resumes
of recent cables from the Dutch Charge in Peking bearing on the
Koraan situation and based largely on Panikkar's observations. The
Secretary-General expressed the view that the reports were correct
but that the statements made might represent sone bluffing. The
statements read in part as follows: 11 (1) Chou En-lai said in a
privats conversation that China would fight in case the 38th parallel
were crossed Chou En-lai insisted that China had to defend her-
solf against further aggression by the USA; crossing the 38th
parallel would be considered such. and "The Chief of Staff of
the Chinese Arny in a private conversation made the statement that
China had no choice but to fight if the 38th parallel were crossed;
although he realized that war with the USA would set back China's
development 50 years or more, the Chief of Staff's opinion was that
if no resistence were offered at this time, China would forever be
under American control.
The Dutch Charge in Peking is convinced that the Peking regime
doas not want war, but there exists a real danger that, in a moment
of panic, the Chiness Communists might precipitate the situation if
our forces cross the 38th parallel and penetrate deeply into North
Korea. (The Hague's 490, October 3)
MOSCOW
Expressing surprise that a messags of such a serious nature as
that which provided the basis for the Department's inquiry had not
been conveyed by the Chinese more directly to the UN or to the US,
our Ambassador to Moscow, concurred with by the British Embassy,
speculates that Chou's statements to Panikkar "may be a last minute
Chinese attempt to play upon Indian apprehension to the point where
the maximum profit for China and the USSR can be salvaged from North
Korean reverses". (Moscow's 813, October 3)
In the earlier telegraphic report, our Ambassador in Moscow
informed the Department of information received by his British and
Dutch colleagues regarding Chinese Communist intervention in Korea.
