Memorandum on Korean Situation
Authorizing legislation to continue program at $150 million
per annum rate has been reported out of both House Foreign Affairs and
Senate Foreign Relations Committees. This legislation contains a
provision for a $50 million RFC advance. Legislation is on calendar
in Senate and is hung up in Rules Committee on House side. Information
concerning Rules Committee hold up is that leadership is fearful of
bringing out because of possibility of defeat on the floor.
Operations have been continued from July 1 to August 15 under
joint resolution. This resolution was not continued after August 15
for Korea. Hence there is now no authorizing legislation and no
appropriation with the result that since August 15 we have maintained
mission on a standby basis and authorized no new procurement. Have had
hearing before Senate Appropriations Committee on an amendment to Third
Deficiency Appropriation Bill which amendment would provide $12.5 million
interim fund to operate until September 15.
We believe it essential that not only should interim funds be
made available by amendment to Third Deficiency Appropriation Bill but
also that Korean authorizing legislation should be adopted before House
goes into recess. If House recesses for three weeks without such action
ECA would be faced with necessity of liquidating Korean operation.
