THE JOINT CHIEFS OF STAFF SROUMTY INFORMATION WASHINGTON 25, D.C. 10 October 1952 MEMORANDUM FOR THE SECRETARY OF DEFENSE Subject: Augmentation of the Wartime Republic of Korea Army and Marine Corps 1. This is in reply to your memorandum of 8 October 1952 on the above subject. 2. Analysis of twenty-five representative critical items (including suitable substitutes) reveals that diversion of equipment and supplies to the early augmentation of the Republic of Korea (ROK) Army and Marine Corps would result in a delay of two months in the planned delivery of 105mm Howitzers, 155mm Howitzers, and 75mm Recoilless Rifles to NATO, Japanese National Police Reserve and Southeast Asia. If, in addition, decision is made to equip con- currently the two Chinese Nationalist divisions mentioned in your memorandum of 23 August 1952, a further delay of approximately two months would result. However, as the rate of production increases in the future, the time delay will be proportionally decreased. 3. The other critical items of equipment can be furnished from Army mobilization or depot stocks within the priority assigned Korean operations. 4. Equipment requirements for the Republic of Korea augmentation will extend by two months the 50% ceiling on critical items presently imposed on U.S. units in the Zone of the Interior. It is estimated that this restrictive ceiling will then extend until at least January 1954. 5. Supplies of ammunition in critical categories, including 105mm Howitzer, 155mm Howitzer, and 75mm Recoilless Rifle ammunition, are barely adequate for Far East Command requirements, with only limited quantities available for European Command and training in the Zone of the Interior. Shipments of this ammunition have been suspended to Mutual Defense Assistance Program (MDAP) claimants, except to Indochina. Any substantial consumption by additional combat units in Korea will further delay resumption of ammuni- tion shipments to MDAP claimants and extend the period of reduced allowances for United States and ROK training.
