MEMORANDUM OF CONVERSATION

Subject: State-Defense Conference on Korean armistice negotiation -
17 September 1952.
The conference was held in Mr. Acheson's office at 1000
and lasted for about an hour. Those attending were:
Secretary Lovett
Secretary Acheson
Mr. Alexis Johnson
Admiral Fechteler
Rear Admiral Libby
The subject of the conference was the differences of opinion
between State and Defense as to further procedures in the Korean
armistice negotiation. The conference opened by a more or less joint
defining by the two secretaries, the areas of differences. There had
been three points at issue.
(1) General Clark, supported by Defense, desires that
Harrison, after he has pursued the agreed procedure and arrives at
the conclusion of his remarks, be authorized to then adjoura, either
unilaterally or bilaterally, without proposing a time for a subsequent

meeting, if the Communists reject our present proposal. He would
inform the Commies that contact would be maintained through liaison
SERVICE"
officers and when the Commies presented something of substance in
writing, he would then consider a further meeting. State, up until
yesterday, has been opposed to this procedure insisting that Harri-
son agree to future meetings on a schedule. Yesterday, however,
State receded and agreed to Defense's position so this particular
angle received no further consideration. Therefore only two points
remain at issue:
(a) State proposes the issuance of a Presidential procia-
mation based upon the Mexican communication to the United Nations
in which it was suggested that the armistice be agreed to with the
exchange of 12, 000 U.N. priscners to our side and 83,000 Commie
prisoners to their side, with the deferring of the ultimate solution of
the non-repatriated prisoners of war to "further subsequent negotia-
tions. ya Defense does not like the idea of a Presidential proclamation,
but State favors it. I sensed that Mr. Acheson had no strong feelinga
about it, so there was not much discussion on this point.
