Dear Mr. President:
There is forwarded herewith, for your approval,
a draft directive to General MacArthur regarding
civil affairs activities in North Korea.
This directive would implement the broad oc-
cupation policies for North Korea contained in
NSC 81/1 on future courses of U.S. action in Korea,
which were approved on 11 September 1950. The Joint
Chiefs of Staff have nov advised the Secretary of
Defense that a formal directive in consonance with
NSC 81/1 should be issued to General MacArthur and
that the attached directive vould serve that purpose.
The Secretary of State has concurred in this
directive. Your approval is recommended,
