Any change\nshould be made by the Korean people themselves after the uni-\nfication has been accomplished, or in response to the firmly\nexpressed views of the United Nations Commission. Similarly,\nyour participation in the local and provincial governments of\nNorth Korea will be limited to the minimum necessary to assure\nlaw and order and tranquility. Any amendments or repeals of\nlaws existing at the time of your entry will be limited to\nthose necessary from the standpoint of military security and\nthe success of your mission, or those on which the United\nNations Commission has expressed firm views.\n\"6. GOVERNMENTAL ORGANIZATION\nYou will dissolve the Democratic Peoples Republic of\nKorea, and prohibit all operations and activities of groups\ninimical to the occupation. You will not create a central\ngovernment for North Korea other than as a part of your occu-\npational control machinery. You are authorized to retain, re-\nmove or appoint such officials on all levels or government as\nyou deem desirable and to make such changes in the political\norganization of the area as best to serve the occupational\nS.\nmission and to facilitate eventual unification.\nAND\nus\nSERVICES\n17. RIGHTS OF INDIVIDUALS\nThe mere fact that an individual is or was a member of\nthe armed forces of the North Korean Government, an official\nof that Government or any local Government, or a member of\nany political party will not subject him to prosecution or\nreprisal and will not, by that reason alone, bar him from\noffice or employment.
