ECONOMY Pending the establishment of a responsible UN organiza- tion to deal with postwar rehabilitation problems, the follow- ing principles will obtain: You will supply relief and assist- ance in goods and services to prevent disease, starvation and unres' and to the extent required for the successful accom- plishment of your mission. This assistance will be in accord- ance with your judgment, consistent with United Nations human- itarian purposes and the desirability for dissemination of information through the entire world as to promptness and ef- fectiveness of UN relief. You will supervise any. additional relier, rehabilitation or assistance on the part of other agencies which are authorized to function in your area. In your activities in connection with communications transporta- tion, health, welfare, re-education, re-orientation, taxation, banking, refugees and in all other proper and pertinent fields of endeavor, you will consult freely with the Republic of Korea, the various United Nations Commissions, and representa- tives of appropriate departments and agencies of the United TRUNAN States. ARCHIVES AND RECORDS `NATIONAL JOHN "9. JURISDICTION is SERVICE You will determine to what extent and for what pur- poses civilian representatives of United States and United Nations governmental agencies will be subject to the juris- diction of tribunals established by you, or to the jurisdic- tion of cribunals established by North Korean authorities under your control. Your determination of these matters will be transmitted to the United States Government for the approval of the United Nations, and thereafter all such per- sonnel entering North Korea will thereupon be subject to such jurisdiction.
