ECONOMY\nPending the establishment of a responsible UN organiza-\ntion to deal with postwar rehabilitation problems, the follow-\ning principles will obtain: You will supply relief and assist-\nance in goods and services to prevent disease, starvation and\nunres' and to the extent required for the successful accom-\nplishment of your mission. This assistance will be in accord-\nance with your judgment, consistent with United Nations human-\nitarian purposes and the desirability for dissemination of\ninformation through the entire world as to promptness and ef-\nfectiveness of UN relief. You will supervise any. additional\nrelier, rehabilitation or assistance on the part of other\nagencies which are authorized to function in your area. In\nyour activities in connection with communications transporta-\ntion, health, welfare, re-education, re-orientation, taxation,\nbanking, refugees and in all other proper and pertinent fields\nof endeavor, you will consult freely with the Republic of\nKorea, the various United Nations Commissions, and representa-\ntives of appropriate departments and agencies of the United\nTRUNAN\nStates.\nARCHIVES AND\nRECORDS `NATIONAL JOHN\n\"9. JURISDICTION\nis\nSERVICE\nYou will determine to what extent and for what pur-\nposes civilian representatives of United States and United\nNations governmental agencies will be subject to the juris-\ndiction of tribunals established by you, or to the jurisdic-\ntion of cribunals established by North Korean authorities\nunder your control.
