TOP SECRET THE SECRETARY OF DEFENSE WASHINGTON APR 9 1951 Dear Mr. President: There is attached for your information a memo- randum of 5 April 1951 from the Joint Chiefs of Staff giving their recommendations on the United States military position with respect to Korea. I believe that you might be interested in these recommendations which deal with basic military factors in the Korean situation.
