SECREI 26. On 28 February 1951, the Joint Chiefs of Staff, with the approval of the President, replied along the following lines: In event of clearly identified Chinese Communist air or sea attack against Formosa or the Pescadores, no objection will be interposed to Chinese Nationalist Government retali- ating immediately against targets on the Chinese mainland. This position will be conveyed to the Chinese Nationalist Government through diplomatic channels. In event of Chinese Communist air or sea attack against United States forces outside Korea, the principle of immediate retaliation against targets on Chinese mainland is approved. However, subject to right of immediate self- defense, you will inform us concerning the Chinese Com- munist attack and receive approval of your proposed retali- atory action prior to attacking targets on Chinese mainland. It is not contemplated that retaliation would follow in case of Chinese Communist attacks upon United States or Chinese Nationalist reconnaissance aircraft flying over or in immediate vicinity of Chinese territorial waters. With respect to action by United States forces in event of Chinese Communist air or sea attacks against Formosa, previous instructions still apply. 27. On 26 February 1951, CINCFE requested instructions as to his authority to authorize air attacks against the North Korean electrical power complex on the Yalu River, in view of the possibility that earlier political considerations may have changed. On 1 March 1951, the Joint Chiefs of Staff dis- approved the request in view of the continued validity of AND their earlier comments. RECERDS SECRET - 96 -
