suggestions. Dr. Ponce said Ecuador (i) voted whole- -

heartedly for resolution (2) would lend its entire
moral support towards implementing it and (3) would
offer all material support we might suggest within
limitation its capabilities. He referred particularly
under (3) to coast defenses.
