O. 11652, Sec. 3(E) and S(D)\n1 July 1950\nDepr. of State letter, 11-1-7+\nwe KARS\nNLT 77.96\nMEMORANDUM FOR THE SECRETARY OF DEFENSE\nSUBJECT: Intelligence Aspects of Korean Situation\nReference is made to General Lemnitzer's memorandum\ndated 29 June 1950 on above subject, in which he alludes\nto impressions created on the Senate Appropriations\nCommittee by Admiral Hillenkostter's testimony.\nI am knowledgeable only of the press accounts of\nAdmiral Hillenkoetter's testimony as quoted by General\nLemnitzer. It would seem evident, however, that the\nDirector of Central Intelligence has been faultily\nNATIONAL\nARCHIVES AND\nquoted by the members of the Committee or by the press,\nRECORDS\na\nSERVICE*\nsince it is inconceivable that he could have disclaimed\nresponsibility for \"evaluating\" intelligence. This may\nalso be true as to the degree of precision with which he\nis quoted as having pointed up the probability or\nimminence of attack by the Northern Koreans.\nWith respect to General Lemnitzer's recommendation\nin Paragraph 8.b., I heartily concur. It is precisely\nwith these needs in mind that I have steered the project\nand urged the establishment within CIA of an appropriate\norganization to formulate national estimates, in all\ndegrees of emergency, and to provide current intelligence\nwith system and speed to those responsible for policy\ndecisions and action. This is one of the two major\nreorganization projects which at present are being held in\nabeyance pending a solution of the personnel problems\nrespecting CIA.\nI am reliably informed that the head of the State\nDepartment Intelligence Organization is urging early\naction in this matter. The heads of the Service intelligence\nagencies are of the same mind.\nI recommend that you inform the Secretary of State of\nyour willingness to initiate immediate steps to bring the\npaper before the NSC for action.\nJohn Magruder"
