MEMORANDUM FOR THE SECRETARY OF DEFENSE
SUBJECT: Intelligence Aspects of Korean Situation
Reference is made to General Lemnitzer's memorandum
dated 29 June 1950 on above subject, in which he alludes
to impressions created on the Senate Appropriations
Committee by Admiral Hillenkostter's testimony.
I am knowledgeable only of the press accounts of
Admiral Hillenkoetter's testimony as quoted by General
Lemnitzer. It would seem evident, however, that the
Director of Central Intelligence has been faultily

quoted by the members of the Committee or by the press,

since it is inconceivable that he could have disclaimed
responsibility for "evaluating" intelligence. This may
also be true as to the degree of precision with which he
is quoted as having pointed up the probability or
imminence of attack by the Northern Koreans.
With respect to General Lemnitzer's recommendation
in Paragraph 8.b., I heartily concur. It is precisely
with these needs in mind that I have steered the project
and urged the establishment within CIA of an appropriate
organization to formulate national estimates, in all
degrees of emergency, and to provide current intelligence
with system and speed to those responsible for policy
decisions and action. This is one of the two major
reorganization projects which at present are being held in
abeyance pending a solution of the personnel problems
respecting CIA.
I am reliably informed that the head of the State
Department Intelligence Organization is urging early
action in this matter. The heads of the Service intelligence
agencies are of the same mind.
I recommend that you inform the Secretary of State of
your willingness to initiate immediate steps to bring the
paper before the NSC for action.
