DEPARTMENT OF STATE WASHINGTON RECORDS `NATIONAL AND : SERVICE" MEMORANDUM FOR THE PRESIDENT In order to clarify the lines of command in the military effort which is now being exerted by a number of Member States of the United Nations in assisting the Government of the Republic of Korea to repel the armed attack, many Members of the United Nations, including ourselves, believe it is necessary to set up a unified command under the United States. The attached draft proposal which will be intro- duced in the Security Council Thursday or Friday of this week has been cleared informally with officers in the Department of Defense and approved by the Joint Chiefs of Staff. Ambassador Austin has been requested to obtain informally the views of friendly representatives on the Security Council on this proposal. Our thought is that one of these friendly representatives would introduce it in the Security Council. You will note that the proposal authorizes Member States to fly the United Nations flag in addition to their own. Azan Gunison Attachment: draft proposal
