Dear Mr. Tong Lao:
At the direction of the President, I am writ-
ing to express the President's appreciation of your
message of October thirteenth to him. He was deeply
grateful for the good wishes which you extended on be-
half of the Consular Representatives of twelve countries.
He appreciated your request for an interview, but due to
the very short time the President was in Hawaii, he found
it impossible to arrange an appointment.
