    "ocrText": "SECRET\nchanges in the measures of control set forth herein as\nwell as for the progressive formulation and development of\npolicies to promote the basic objectives of the United\nStates. Supplemental directives will be issued to you by\nthe Joint Chiefs of Staff as may be required.\nAs a member of the Control Council you will urge\nthe adoption by the other occupying powers of the principles\nand policies set forth in this directive and, pending\nControl Council agreement, you will follow them in your\nzone. The Basis of hilitary Government\na. The rights, power end status of the military\ngovernment in Germany are based upon the unconditional\nsurrender or total defeat of Germany.
