    "ocrText": "TOP DECRET\nzations, and all Nazi public institutions which were set\nup a,s instruments of Party domination, and prohibiting\ntheir revival in any form, should be promulgated by the\nControl Council. You will assure the prompt effectuation\nof that policy in your zone and will make evory offort to\nprevent the reconstitution of any such organization in\nunderground, disguised or secret form. Responsibility for\ncontinuing desirable non-political social services of dis-\nsolved Party organizations may be transferrod by the Control\nCouncil to appropriate central agencies and by you to ap-\npropriate local agencies.\nb. The laws purporting to establish the political\nstructure of National Socialism and the basis of the Hitler\nregime and all laws, decrees and rogulations which establish\ndiscriminations on grounds of race, nationality, creed or\nTRUMAN\npolitical opinions should be abrogated by the Control\nARCHIVES STMATIONAL SERVICE RECORDS ASD 1\nCouncil. You will render them inoperative in your zone.\nGov any\nC. All members of the Nazi party who have been\nmore than nominal participants in its activities, all active\nsupporters of Nazism or militarism and all other persons\nhostile to Allied purposes will be removed and excluded from\npublic office and from positions of importance in quasi-\npublic and private enterprises such as (1) civic, economic\nand labor organizations, (2) corporations and other organi-\nzations in which the German govornment or subdivisions have\na major financial interest, (3) industry, commerce, agri-\nculture, and finance, (4) education, and (5) the press,\npublishing houses and other agencies disseminating nows and\npropaganda.
