This must be done immediately before the German industry gets on its feet for they are already starting in the wrong direction and there is talk of quotas on foreign films and of releasing Russian and Nazi films which would cause damage impossible to calculate. The Germans should be made to understand they have an opportunity for a great film industry if they develop it on an international basis as Hollywood has done. Hollywood has never been nationalistic but has sought talent from all over the world and treated films as an international medium. After several years of operation, as outlined above, the influx of talent from France, England and America, plas the results of the films produced and shown without restrictions will convert the youth and the women to Western manners, Western ideas and Western customs. The youth will follow the Gary Coopers and Laurence Oliviers and the Roy Rogers and will not be susceptible to a Hitler youth program or a Stalin ideology. The women will be conditioned to accept the beauty, style and grace of Western women and will not want any association, regardless of how remote that association might be, with the Russians or the reactionary Germans, both most unattractive. I believe this is the one way to pull the carpet out from under the Communists and other evil forces quickly. It is certainly the simplest one and would cost the government nothing. Also it would be invaluable to ECA. Every book from Cordell Hull's to Bedell Smith's; every round-table on the air; every editorial, all stress this problem which can be solved so easily and intelligently. The Council on Foreign Affairs published a book called "Public Opinion and Foreign Policy" by Lester Market which treated this problem and has been referred to as "a contribution to the winning of the war of men's minds which is worth more than a dozen divisions. It may almost be worth more than an atomic bond". If this can be said of a book, the results of millions of dollars spent on films is obvious.
