    "ocrText": "This must be done immediately before the German\nindustry gets on its feet for they are already starting in\nthe wrong direction and there is talk of quotas on foreign\nfilms and of releasing Russian and Nazi films which would\ncause damage impossible to calculate.\nThe Germans should be made to understand they\nhave an opportunity for a great film industry if they\ndevelop it on an international basis as Hollywood has done.\nHollywood has never been nationalistic but has sought talent\nfrom all over the world and treated films as an international\nmedium.\nAfter several years of operation, as outlined\nabove, the influx of talent from France, England and America,\nplas the results of the films produced and shown without\nrestrictions will convert the youth and the women to Western\nmanners, Western ideas and Western customs. The youth will\nfollow the Gary Coopers and Laurence Oliviers and the Roy\nRogers and will not be susceptible to a Hitler youth program\nor a Stalin ideology. The women will be conditioned to\naccept the beauty, style and grace of Western women and will\nnot want any association, regardless of how remote that\nassociation might be, with the Russians or the reactionary\nGermans, both most unattractive.\nI believe this is the one way to pull the carpet\nout from under the Communists and other evil forces quickly.\nIt is certainly the simplest one and would cost the government\nnothing. Also it would be invaluable to ECA.\nEvery book from Cordell Hull's to Bedell Smith's;\nevery round-table on the air; every editorial, all stress this\nproblem which can be solved so easily and intelligently.\nThe Council on Foreign Affairs published a book called \"Public\nOpinion and Foreign Policy\" by Lester Market which treated this\nproblem and has been referred to as \"a contribution to the\nwinning of the war of men's minds which is worth more than a\ndozen divisions.
