CLASSIFIED TOP SECRET INCOMING MESSAGE DEPARTMENT OF THE ARMY STAFF COMMUNICATIONS OFFICE Nr. SX 2575 Page 3 . F. 2 specially trained infantry battalions of lst Infantry Division have been alerted to move to Berlin by air if so ordered by this headquarters. G. Medical units have been alerted to move to Berlin if needed. H. Considerable chemical, ordnance, engineer, signal and other supplies and equipment, which are not normally required, have been shipped to Berlin. I. Several special training programs have been conducted in US Zone for Berlin military personnel. 4. Several CPX and communications texts have been conducted to prepare Berlin garrison to meet this threat. Additional exercises will be conducted before 28th May Some of these exercises have been combined US, British and French enterprises. According to USCOB, unusually good interallied harmony and singleness of purpose exist. All plans have been coordinated with British and French. An integrated plan for maintenance of communications between sectors, to include use of a powerful VHF net in event of disruption of wire communications exists. If necessity arises Allied troops can be used where needed without regard to sector boundaries. 5. USCOB as representative of both HICOG and CINCEUR is coordinating all US measures. Complete responsi bility and operational control of both HICOG and US Army agencies is vested in USCOB. Political emphasis is on the defense of Berlin by the Berliners themselves, Allied and West Berlin solidarity, and pre-planned enunciation of attitudes by all governments. Economic measures, primarily financed by ECA, are designed to reduce unemployment to minimum by lst June and to better overall economic condition. Psychological warfare is being pushed aggressively by all means. Radio is exploiting parents distaste for Nazi aspects of rally and concern for childrens safety.
