was handed to EUCOM. 1 At the same time the Headquarters for the
Office of Military Government were officially moved from Berlin
to Frankfurt; the remaining staff in Berlin was designated OMGUS
Berlin and the Office of Military Government for Berlin Sector;
the Office of the Secretary General, OMGUS, was transferred to a
newly established Provisional Office of the Executive Secretary;
the Office of the Chief of Staff, OEGUS, was abolished and all
elements, except the Office of the Secretary General, were trans-
ferred to the Provisional Office of Administration; and the Deputy
Chief of Staff, OMGUS, was designated Acting Assistant Director
of the Provisional Office of Administration.
There was some confusion in the public mind because the ad-
ministrative liquidation of OMGUS did not exactly coincide with the
activation of HICOG. The Office of the High Commissioner was
to
begin operation on or about September 15, at the moment when a
West German Government was organized and the Occupation Statute
went into effect. On the other hand, OMGUS might, as of that date,
have certain personnel, property, and other obligations which
could not be arbitrarily transferred or terminated, and so it
was agreed that OMGUS liquidation, under EUCOM, might not be com-
pleted before November 15.3 As it actually developed, most of
the personnel transfers which filled out the staff of HICOG and
depleted the staff of the impotent OMGUS were dated October 15,
and
1949.
Announcement of Major Appointments
After thé intensive survey bour of July, Mr. McCloy returned to
Washington where he endeavóred to complete arrangements for the hiring
of key staff members, and conferred with the Department and the Ec-
onomic Cooperation Idninistration on the integration of the two
organizations and on other subjects.
Several of the High Commissioner's key advisers were with him
during July, but formal announcement of appointments did not come
until late August. The first appointments which Mr. HcCloy made were
Chester A. McLain as a Special adviser, later General Counsel, and
Lt. Col. H. Gerhardt as Special .ssistant: Actually Col. Gerhardt
had served as Mr. McCloy¹ Special Adviser since May. He was pe-
culiarly fitted for this position since he had army experience and
