CONFIDENTIAL 63 The task of selection was particularly difficult because of the degree of contraction necessary. In his memorandum of July 29 giving instructions to key staff members responsible for the re- finement of organization plans for HICOG, General Hays warned: In the staffing plans prosented; the utmost economy. is essential. In view of the possibility of budget re- duction and of extensive new requirements arising from the changeover, present tentative strength estimates for the organization as a whole exceed substantially the total funds available for administrative expenditures. The plans should therefore assume a smoll and compact single head- quarters in the Frankfurt-Bad Nauheim area, a complete merger of POLAD, ECA, and OMGUS functions and staff, and a maximum reliance upon EUCOM for housekeeping and 1 logistic support services which it now provides to OLIGUS. On August 6, Wolfe, in a memorandum to the various planning staffs, outlined the clan `of action for the lassification of positions and the selection of personnel. 2 The plan called for consultations, within a few days, between Office Directors and Personnel representatives in order that there might be common understanding of the number and quality of available imployees, appropriate position and qualification standards, selection pro- cedures, U.S. recruitment plans, and over-all classification and placement pro grams. After these basic discussions, classification and placement technicians, working with all appropriate officials and supervisors; were to develop specific position descriptions, assign appropriate grades and salaries, and establish each indi- vidual's qualifications against position requirements. The program as outlined was carried out. Positions were indicated; Office Directors nominated candidates for the posi- tions, if candidates were known; the Personnel Office reviewed the qualifications of the nominees and made formal offers to them, if they were qualified; these persons were then formally appointed as of October 15, 1949.
