By General Order No.31, August 2, 1949 there was established
a Kreis Resident Office Quelifications Board, consisting of
Frandis A. Sheehan, Chairman, Richard F. Wagner, Lawrence E.
Norrie, and Earle A. Cleveland. The Board was asked to develop
a restatement of the qualifications that would be required for
Kreis Resident Officers after the establishment of the High
Commission. These qualifications were to be premised on the
assumption that the Kreis Resident Officer would be chiefly a
Public Affairs Officer .concerned with the promotion of democra-
tic ideas and institutions. The High Commissioner wished the
Board to consider qualities of person.l character, understanding
of democratic institutions, and pro ficiency in German language.
After the statement of qualifications was formulated, it was
expected that the Board would personally examine the personnel
assigned to the OMGUS licison and security work and determine
the extent to which each individual met the quolifications.
The examination was to consider: (1) the educational and exper-
ience record of the indivudual, (2) the recommendations of the
Land Commissioners, and. (3) the impression made during the per-
sonal interviews. The Board was also directed to make recom-
mendations for the future direction and treining of Kreis Resident
Officers. This Board after learning more fully the qualifica-
tions which the High Commissioner and his Deputy considered
desirable spent most of August interviewing personnel in the
field. As a result somewhat more than holf of the Security and
Liaison Officers were found qualified and in mid-October became
Kreis Resident Officers, 2
Some mention has been mode cbove, of the second major problem
which the planners identified in June: the problem of defining
conditions of employment after the takeover. nctuolly that was
a problem which was conditioned by assumptions and .greements
over which the personnel planners had little control. Once it
was decided that most HICOG employees would be limited Foreign
Service appointees and that, as far as possible, the laws and
regulations relating to regular Foreign Service would apply, ques-
tions of pay, leave, travel, and the like were well on the road
to solution. Other basic conditions of employment were determined
by the terms of the agreements with the Army relating to logistic
support, and the se are discussed elsewhere.
