APPENDIX A
LETTER OF AGREEMENT
[Lay 18, 1949/
My dear Mr. Secretary:
In view of the agreements whi.ch arose out of the recent
meeting of Foreign Ministers in Washington, on the establishment
of the Tripartite Control machinery for Western Germany, including
the appointment of High Commissioners, it seems advisable that
steps now be token to develop tentative plans for effecting trans-
fer of responsibility for non-silitary aspects of the U.S. occupation
of Germany from the Department of the to the Department of
State and ECA.
I propose that for the purpose of developing such plans cover-
ing areas of common interest, a State-urny-ECa AC Hoc Committee
be established, similar to the one which operated so successfully
last year in developing plans for the interagency transfer of re-
sponsibility for the U.S. program in Korea. I suggest that each
agency designate two representativos to serve on this Committee.
My representatives will be Ambassador Robert D. liurphy, ncting
Director of the Office of German and Austrian Affairs, and Arthur
A. Kimball, Special Assistant to the Assistant Secretary for Ad-
ministration. Mr. Kimball will provide the day to day direction
of the planning activities of the Department staff assigned to
this project.
As a guide to the his Hoc Committee and planning staffs, we
should make certain at this point that we are all in common agree-
ment with respect to certain general principles affecting the
proposed transfer (which will be defined more specifically in
the ultimate State-Army-3C agreements and directives as an end
product of the planning effort).
