ThEy SEEM to be quite detached from the atmosphere
of desolation and destruction which I noted yesterday
in visits to Hamburg and Kiel. At my request GEN Rooks
requested Doenitz to call yesterday. Thus far he had
not been required to state the precise basis of his
SERVICE
claim to assumption of authority. Briefly his story
to DOVERN
is that he was the recipient of the following radio
messages from Berlin on the dates indicated. These
copies are the only EVidence in support of his claim
he has thus far produced:

Doenitz stated that he believed it was because Hitler
and Bormann fElt that the interests of Germany would
best be served in this crisis by reliance on trained
and loyal personnel of the armed forces and that he
commandEd the respect of the latter to a far greater
degree than any other person. Other than that no
good reason occurred to him. His desire had been to
SaVE GErmany or as much of it as he could from
Bolshevism.
