DUE STATEMENT ON PLANS FOR THE MILITARY GOVERNMENT OF GERMANY Pre-Defeat 1. Military Government of that part of Germany under the control of the armies commanded by General Eisenhower is presently being administered under a policy directive communicated to General Ei senhower by the Combined Chiefs of Staff. This directive embodies the views of the military agencies of the United States end the United Kingdom and of all appropriate civilian agencies of these governments. 2. Since German territory has been occupied, the following basic principles have been observed: (a) no steps looking toward economic rehabilitation of Germany are taken; (b) no relief supplies are distributed to the German population beyond the minimum necessary to prevent disease and such disorder as may endanger or impede military operations; (c) under no circumstances are active Nazi or ardent sympathizers retained in office for the purpose of military expediency or con- venience; (d) it has been made clear to all Germans that Germany was not occupied for the purpose of liberation, but as a defeated enemy nation. 3. Fraternization between allied troops and the German officials and the German population is prohibited. 4. The Nazi Party throughout Germany has been dissolved, and the Armed Forces have (a) taken possession of the offices and records of Nazi organizations, (b) prevented all activities of Party organizations, (c) arrested and imprisoned high Party officials, (d) taken Party property into custody, (e) seized records and plans of the German military organizations. 5. Instructions have been issued for the arrest of Adolph Hitler, his chief Nazi associates and all persons suspected of having committed war crimes for subsequent disposition. 6. All Nazi laws discriminating on the basis of race, color, creed, and political opinions have been abrogated. Persons detained on such grounds have been released. There has been eliminated from German law and administration the policies, doctrines and fundamental laws of the Nazi Party. 7. The Allied forces are using military marks which circulate at par with Reichmarks. No general rate of exchange has been established but for the pay of troops a provisional basis of 10 marks to the dollar is being used. 8. The War Department, in anticipation of personnel requirements to carry out military government policies in occupied areas, began training officers at the School of Military Government, University of Virginia, in May 1942. In April 1943, this training course was expanded to include schools at Fort Custer, and Harvard, Stanford, Chicago, Michigan, Pittsburg and Yale universities. Early in January 1944, officers trained at these schools were moved to England where they were assembled with the enlisted personnel required for field operations. 9. The Theater now has available for military government activities 3,412 U.S. officers and 6,263 U.S. enlisted men, or a total of 9,675 men. In addition, the British have contributed a lesser number. This combined group has been organized to carry out military policies in the rear of the combat troops and later in their respective zones of occupation.
