ADDRESS OFFICIAL COMMUNICATIONS TO THE SECRETARY OF STATE WASHINGTON, D. c. DEPARTMENT OF STATE WASHINGTON MEMORANDUM TO THE PRESIDENT Subject: Byron Price's report on Germany I read with interest the copy of Byron Price' report dated November 9, 1945 which you enclosed with your memorandum to me of November 21, 1945. I also passed it along for study to other officers of the Department and after careful consideration I recommend that the report be made public. The report constitutes a frank analysis of the problems and difficulties confronting us in Germany and I think that it is important for the American people to be made aware in every way possible of the issues at stake. The responsibility which Mr. Price places on the French for the failure to establish central adminis- trations for the conduct of activities for Germany as a whole is not entirely accurate and the French Government and public will doubtless react unfavorably. As you may have noted, however, Mr. Price's views on this subject have already been published in the press and there would, therefore, be little point in with- holding his opinions as set forth in the report. I think Mr. Price has posed very clearly the questions which must be decided with regard to Germany in the near future and I feel that many of the recom- mendations which he makes are useful and should be given most careful study. I have instructed the appropriate officers of the Department to communicate with officials of the War Department about this report and to enter into serious discussion with them with regard to the specific recommendations with a view to determining which recommendations should be implemented and under what procedure this can most effectively be done.
