MEMORANDUM FOR THE PRESIDENT
Last week you spoke to me about German control.
We have had a plan worked out for some time whi ch is
certainly in agreement with the War Department, and
I had assumed that it was in agreement with the State
Department until you told me of the reaction of the
Secretary of State.
As you requested, I am going into this matter
again, and I hope to give you an interim report
shortly.
