MEMORANDUM ON MILITARY GOVERNMENT IN GERMANY. l. Military Government in General. I was im- pressed with the high charac ter and purpose of those en- gag ed in Military Government wi th whom I came in contact, from General Clay down. The Legal Division, under former Solicitor General Fahy, with which I was associated, is composed of able and outstanding lawyers, who would be a credit to any organization. Considering the difficulties inherent in the situation, Military Government is doing a good job. It is unfortunate that press comment in thi S country is so critical and efforts should be made to improve press relations. One step in this direction would be to invite publishers to visit Germany and thus afford them an opportunity to see the problems at first hand, and to ap- preciate the difficulties of the task. In any event steps should be made to improve the reporting of Military Govern- ment affairs to the end that the American Public shall be better informed. 2. "Civilianizing" Military Government. I under- stand it is suggested that Military Government in Germany be placed under civilian control and be in effect a civil ARCHIVES AMD 1. . RECORDS SERVICE' COVERE
