The President,
The White House.
Dear Mr. President:
On May 8 Military Government completed its first
year of the occupation of defeated Germany. This anniversary
is a suitable occasion to review briefly for you the major
problems which face Military Government at the beginning of
its second year.
1. Food
In my letter of April 16, and the letter of April
29 from the State and War Departments, and our conference
with you on April 29, we have already called attention to the
serious food crisis in the United States Zone in Germany. The
ration level for normal consumers was cut from 1550 calories
to 1275 on April 1 and to 1180 on May 27. It will have to be
reduced even lower unless at least 250,000 tons of food im-
ports are provided in the next three months. In any case,
the requested imports, even if fully provided, would not
maintain the ration level in our Zone at the minimum neces-
sary for health until the German harvest becomes available
at the end of September.
