that there will be 100 cases involving 500 defendants for
crimes committed against members of the U. S. Armed Forces
6. Civilianization of Military Government
Until March the plans for Military Government had
assumed that within a few months the State Department would
take over the responsibility for administratior in Germany.
In conformity vith this plan, civilians were introduced into
more and more positions in Military Government to take the
place of officers. In part this was done by new recruiting
and in part by employing discharged officers in a civilian
capacity.
The recruiting of qualified personnel; especially
for the top positions, is becoming harder. The importance
of the occupation to our peacetime aims does not seem to be
appreciated by people generally. In recruiting qualified
men for these positions we are competing with private industry,
but cannot offer them, at least in the top positions, salaries
in any way comparable to those in private business. At the
same time, as the war recedes, the patriotic appeal is less
effective. The most hopeful source of talent is among
younger men of ability who would like to make a career of
public service in the State Department and would be willing
to begin in the occupation work.
The delay in transferring the job to the State De-
partment has also made the problem more difficult. As a
