MEMORANDUM FOR THE JOINT CHIEFS OF STAFF:

Subject: Military Considerations in the Conclusion of
COVERAGE
any Agreement with respect to Germany.
Attached hereto is copy of a letter from the Under Secretary
of State dated 4 May 1949, which encloses a tentative outline
Program for Germany which was prepared in anticipation of the
forthcoming meeting of the Council of Foreign Ministers. This
letter requests the views of the Joint Chiefs concerning the
military and security implications of the proposed program and,
in addition, solicits our views as to those fundamental military
and security considerations which should be borne in mind by
the U.S. Delegation in concluding any agreement with respect
to Germany.
Mr. Tracy Voorhees, Assistant Secretary of the Army, has been
designated as my deputy to handle policy matters affecting the
occupied areas, and I shall therefore look to him to consolidate,
and present to me, the views of the various elements of the
National Military Establishment with respect to this paper and,
on my behalf, to work with the Department of State in connection
therewith. Certain phases of this general matter, as indicated
in the letter from the Under Secretary of State, are affected
by important military considerations, and I request that you
submit to me, through Assistant Secretary Voorhees, your views
with respect to the military implications of the document which
was forwarded by the Under Secretary of State and concerning the
military considerations that must be borne in mind by the United
States Delegation in any actions which are proposed or taken by
them at the forthcoming meeting of the Council of Foreign Ministers.
In view of the fact that the Council of Foreign Ministers
will meet on 23 May and that preliminary discussions with France
and the United Kingdom will commence well in advance of such
meeting, your consideration of these questions should be under-
taken as a matter of high priority.
