I would urge that the question of - permanent\nconstitution not be raised at al at this time, I am sure\nthat it will not be necessary to secure Russian agreement.\nIf it is left until after a peace treaty then indeed the\nprovisional constitution may well have established itself\nso firmly as to become the permanent constitution.\nParagraph 6. No comment other than that made on\nparagraph 5 appears necessary\nFaragraph 7 is fine.\nParagraph 8 is fine except for its failure to refer\nto foreign trade. This ommission may not be important 18\nit is intended to arrange elsewhere for Germany to belong\nto OEEC and to be included in the ERP.\nParagraph 9, 10, 11, 12, 13 and 14 are fine.\nParagraph 15 (o)) Further comment on re-grouping\nof troops appears of little value, However, I would point\nout once more that facilities do not exist in Bremen sufficient\nto accommodate our troops and their dependents and hence\nbarracks and other facilities must be provided.
