Paragraph 15 (o)) Further comment on re-grouping of troops appears of little value, However, I would point out once more that facilities do not exist in Bremen sufficient to accommodate our troops and their dependents and hence barracks and other facilities must be provided. Moreover, it is decidedly my view that the withdrawal from their present position to Bremen should not take place until Western Europe has been rearmed, Perhaps a compromise could be reached which would provide for the withdrawal of troops to the prescribed areas at some fixed rate with final accomplishment spread over a period of 2 years, Paragraph 15 (B) , * is fine.
