government. To suspend ratification in the
Western Laender by fourpower agreement until
the Eastern Laender participated in ratification
it is feared might imperil securing the necessary
twothirds vote if the Eastern Laender, yielding
to outside pressure while vigorously supporting
the idea of unification, took the position that
there should be a more centralized state and a
constitution which they had participated in
formulating and by there being enough of the
Western Laender who would also vote not to
ratify, either feeling that there was too much
centralization or not enough. Murphy seems to
feel that there might be some basis for this
apprehension and that it is important to get
the ratification of the Western zones carried
out on timetable whatever may be the ultimate
result as to the admission of the Eastern Laender.
If the constitution were ratified, 1t would
seem, and we take It to be youx view, that the
earliest stage in which there should be any
adaptation of present timetable to fourzone
action should be in the elections of the Legisla-
tive Assembly. It might be agreeable, as you
suggest, to the western authorities to take
this course. one difficulty is that under the
Bonn Constitution the only way in which additional
laender can become parties to that constitution
is by admission by the Legislative Assembly and
the Legislative Assembly would have to be elected
from the Western zones before they could pass
the law for such admission. Thus, unless we are
prepared to override the provisions of the
constitution by some fourpower directive, it
might be difficult to make the election of
representatives to the Legislative Assembly from
the original constituent members and the new
Eastern Laender accession coincident. A possible
expedient might be to provide, coincident with
the Legislative elections in the Western Laender
