- 2 em (2) Freedom of Political Parties. CFM/P/49/3 states that "freedom for all democratic political parties will be another political condition for unification. The meaning of this brief statement was considerably amplified in tripartite discussions. First, the Western Powers agreed as follows on the principles which should apply to the establishment and status of political parties: (a) Freedom should be extended to all political parties, wherever established by a free vote of their members, excluding those with a Nazi ideology. (b) The internal democratic organization of all parties should be guaranteed or, where necessary, reestablished. (e) the status of political parties should be governed by Article 21 of the Basic Law of Bonn, which provides in part that "parties which, according to their aims and the behavior of their members, seek to impair or abolish the free and democratic basic order or to jeopardize the existence of the Federal Republic of germany, shall be The Western Powers also approved the following statements concerning the operation of political parties: (a) All non-Nazi parties should have equal opportunities for offering candidates for local, state and federal elections.
